SANITARY SEWER SERVICE INSTALLATION
CONNECTION REQUIREMENTS
GENERAL INFORMATION
1. Contractors may complete the contractor’s application form and be approved by the Village to complete the installations. Installing contractors will be placed on a list which will be made available to the public.
2. The owner/resident can make the sewer connection themselves, or hire a contractor to make the connection. The owner/resident can hire a contractor of their own choosing, or choose a contractor from an approved contractor list the Village maintains.
3. Installing contractors or the owner/resident shall complete an installation application for each service installation location.
4. All work shall conform to the requirements of the Illinois State Plumbing Code, the standard specifications for water and sewer construction in Illinois, and all Village, County, State, and Federal requirements as applicable to such installations.
MATERIALS
1. The pipe materials shall be 6 inch or 4 inch diameter polyvinyl chloride (PVC). The pipe materials shall be schedule 40 or SDR-26.
2. The pipe bedding, haunching, and initial backfill material shall be approved sand and installed in conformance with the attached detail. All excavation, bedding and backfill operations shall be in accordance with the standard specifications for water and sewer construction in Illinois.
3. Loose dirt is not approved for bedding or haunching.
4. Back flow preventers are recommended but not required.
5. Connection to the existing building sewer line and connection to the provided sewer line shall be via approved PVC fittings or rubber transition fittings (Fernco, Mission, Etc.) sized for the appropriate pipe materials.
6. Homeowner/contractor will be responsible for contacting Julie before installation begins.
INSTALLATION
1. All piping work within the building or within 5 feet of the building shall be completed by a plumber licensed in the State of Illinois, unless the owner/resident is completing the work themselves.
2. Fall must be 1/8” to 1/4” per foot.
3. A cleanout will be required at the point of connection to the building sewer or within 5 feet, and also every 50 feet.
4. In accordance with the “Private Sewage Disposal Licensing Act” (225 ILCS 225), abandonment of the existing septic tank, cesspool, aerobic treatment plant, or seepage pit, shall consist of the following:
A. Complete pumping of the tank by a licensed waste hauler.
B. Breaking or cracking of the floor and/or walls of the tank so the tank will not hold water.
C. Filling of the tank with sand or soil. (soil will be available from Village.
D. Backfill to existing grade.
E. Plug the outlet to the septic tank or plug the tile outlet outside the septic tank to prevent foreign materials from entering public drainage facilities.
F. Plug must be cement or approved material.
5. Septic tanks may be pumped, cleaned and used for water cisterns with Village approval.
6. Pumping of existing septic tanks into the Village Wastewater Collection System will not be permitted under any circumstances. All septic tank pumping and disposal shall be completed by a licensed waste hauler.
7. Surface restoration will be the responsibility of contractor or owner / resident.
INSPECTION
1. All connections shall be inspected and approved by a representative of the Village prior to backfilling. Please call 217-896-2521 to schedule an inspection appointment. Office hours are Monday – Thursday 8am –noon and 1-3:30 and 8am –noon on Fridays.
2. Inspections will be done within five (5) working days of application.
3. Deadline for sewer connection will be one year after system completion date. After system is completed, a letter stating deadline date will be mailed to all residents.
4. Upon satisfactory inspection of hookup, homeowners will receive a Certificate of Connection with a billing start date. If inspection fails, needed corrections will be listed.
